Here's what I've been doing for apartment and other types of housing
complexes:

In the relation, values I use for the housing_type key are:
- apartment - Rental with no ownership stake.
- condominium - Ownership, but you pay rental for common area, facilities,
maintenance. Includes townhomes.
- house - You own the land, structure, everything
- mobile_home - Pre-fabricated homes. You pay rent for the land, common
areas, facilities.
- public_housing - Apartments and occasionally houses that are owned/paid
for in whole or part by government (for low/no-income residents)
