You can download individual gpx tracks then load them into josm.  For
example, here is one gpx download page

The josm plugin "editgpx" will let you remove portions of your gpx
tracks before you upload them to OSM.  gpsbabel can do automated
filtering to remove duplicate points, if I remember correctly.  Both
of these are helpful for those of us interested in cleaning up our
tracks before upload and don't address cleaning up tracks already in
the database.

Your idea of cleaning up the existing database of track files is
probably beyond the scope of this newbies list.  You might find either
"talk" or "dev" more helpful.  At times, ideas to improve OSM are
welcomed more quickly if you can provide a sample, demonstration and /
or some working code.
