[OSM-newbies] Maxspeed

Greetings all,

I have a village, with say four approach roads.

The four approach roads have the national speed limit of 60 mph but at the
village boundary there are 30 mph speed limit signs.
If I record the maxspeed of the village, do I have to apply it to every way
contained within the village boundary or is it sufficient to tag a small
section of the approach roads where they pass the boundary?
