Now you get the idea of what I am saying.
Polygon:
inside = in the city
in the city = maxspeed=default-in-cities
not in the city = maxspeed=different
in the city = path = usable for every non-motor vehicle
not in the city = path = usable for pedestrians only (weird example, I know)
Polygon 2:
inside = in country_X
in country_X = tracks = access=private (situation in many south american countries as I hear)
not in country_X = tracks = access=(non-motor vehicles only or agricultural)

There is not only use for polygon-bound defaults when it comes to access restrictions or speed limits. There are other use cases for defaults based on polygons.
The person defining the polygon might not necessarily be the one mapping. The polygons can derive from official sources as well. The mapper may not even know the restrictions in effect.
You said it already: the polygons are there.
The explicit tags are not.
And there is no way to find the default based on a polygon other than calculating the boundaries in the application layer instead of the database layer.
Adding a library function for everyone's use will improve lots of programs and surely no-one will tag something explicitly if it isn't explicitly there in reality - which will reduce errors, data size and mapping work.
This adds for inheritable tags, if the defaults get a data representation usable for software.
I think the newbies list is a proper place to discuss the idea - not it's implementation details.
