[OSM-newbies] Footpaths again

Hi All,
I asked this question of an experienced mapper not long after I joined OSM
and although I have followed his advice, it's a little niggle that won't go
away!
My nearby parks and recreation grounds have standard asphalt, roughly two
person wide, footpaths criss-crossing them.
There are no signs at the entrances to the land, just wrought iron gates on
the boundary.
One park has a signed cycleway passing through it - no problem with that.
You wouldn't really do serious cycling on the other paths - it's a park with
mums and their prams - but there's nowt to say you shouldn't.
I struggle with 'public footpath'. One of these goes through the park and
is signed at each end - no problem with that either.
In order to alter or otherwise interfere with a 'public footpath' I believe
there has to be public consultation, presumably a legal requirement?
The other unsigned paths within the park can be altered with no notice given
Although public in that every Tom, Dick or Harriet can use them, aren't
they really 'permissive'?
How do I tag these paths?
