Trevor,
You can place a tag on the lane if you want:
is_in:village=Woodford
The 'Place Boundary' would seem to be the popular way of doing this -
by tagging the village as a community (boundary=administrative,
admin_level=10).
Relationships don't seem to be a workable solution.
