Maybe I'm not the most proper person for answering because I'm newbee too.
First of all, congratulations: it's an amazing job.
I answer to (2): first of all, localize the region in OSM. You also need
a OSM editor. I recommend "josm". It requires java. I think it's the
easier editor for OSM (except mobile phone OSM editors).
Click on download area and donwload the region you interested. Put Yahoo
WMS layer on top of the map (see the wiki of openstreetmap for how to do
it). It helps you as reference. In some regions, there are other WMS for
using (see Potential datasources
[http://wiki.openstreetmap.org/wiki/Potential_Datasources])
Lastly, edit a "line" and tag it as high railway=tram (see
http://wiki.openstreetmap.org/wiki/Railways for more info). Then upload
the contents.
Mmm, first of all, create an account of OSM and configure josm using
that: all changes you upload, appear in your page.
