[OSM-newbies] Licensing concerns

Having fewer mappers per square kilometre I work with a lot of CANVEC data
and it would be nice to feed back the occasional new road, or the fact that
a wooded area now has houses on to them which I don't think I can do under
the current licensing scheme.  CANVEC is Canadian government so in an odd
way I own it.
