There are almost 15000 points in the OSM database that include
natural=bay. There are 241 polygons that include natural=bay.

Place a point in the bay, and tag it as
natural=bay
name=My Bay Name

Another alternative is to define an area that follows the rough shape
of the bay, but is clearly on the water-side of the coastline.

Sometimes this doesn't work out.  In this example, Blue Lagoon, it
looks like the coastline was adjusted as better data became available,
but the bay was left behind.
