I don't know if you meant literally on the front page or if you meant on top
of the mapnik rendering.

If you use the Static Map API shown here it has one.

If you look at the examples you can change the scalebar's position and
units.

Is it possible to put an graphical scale (or numerical) in the OSM maps
main web page? Nop Mapnik nop OSMapper do it. I think it were useful.
