[OSM-newbies] Is there any tag for say "seeing in"?

I agree. I have often thought one of the things OSM is really missing is a TIMELINE feature, wherein users can slide the timeline to any point in time, and see how the map looked at that point in time. This of course would require the type of tagging you mention below, as to not to be confused with when the content was entered into OSM, but rather, when the actual park or building was started(to be built), and was finished(being built), for example.
