If your need is a map that has states in different colors, either as a
standalone map or as a tileset, then using OSM is like throwing a
library at a problem where you only need a pamplet of information.
If you need a simple map, you could use QGis to make it. If you need a
slippymap, you could use Tilemill, and for something else, maybe use
GeoCommons.
The state borders are a tiny bit of information in a sea; there are
just easier/better ways to render a continental US map showing just
the state borders than using the data from OSM.
