You appear to be forgetting that this is the newbie forum.
Just saying there are better ways without giving further help, isn't 
very helpful.

Please explain why you think extracting defined data from an XML 
database is cumbersome.
If the tools you stated can do it, then it can't be that difficult.

Stating that "That is using OSM for this is a bit of overkill" is, well, 
wrong and, considering this is the newbie forum, counter productive by 
putting off those newbies from contributing to OSM.
