[OSM-newbies] Reservoir Mapping

Typically the water level in reservoirs varies depending on the season
and other factors, and hence the area that the reservoir covers also
varies.  Should reservoirs be mapped in their "full" condition or some
other state?  I couldn't find anything in the Wiki that discussed this
topic.

If you take a look at this area against a backdrop of Bing imagery you
will notice a big discrepancy from what is mapped and what is shown in
the imagery:
