As far as I'm aware, no long distance footpaths in GB have been done 
this way.  There are pros and cons; and I guess lack of obvious JOSM 
support is a con.  Personnally, where I've mapped routes that have 
extensions (e.g the Robin Hood Way*) I've added them to the main 
relation, but other people may have done differently.  The National 
Byway cycling route (http://wiki.openstreetmap.org/wiki/National_Byway) 
is individually relationed; some other GB cycling routes tend to be 
tagged rather than relationed.

If talk-gb is a bit quiet (and it often is) maybe ask on IRC on 
#OSM-GB?  You'll at least get a conversation there.

That sounds like an ideal question for help.openstreetmap.org; I've 
certainly had useful JOSM help there.
