The database heart of the OSM toolset would be particularly useful in
Worldbuilding and linking to storyline notes.

One would likely need to add own tags and filters to handle historical
changes to trace evolution o f the world.

(Initial fictitious continents and relief/drainage might still be best
created with fractal models ?)
