[OSM-newbies] JOSM - How do I use the measurement tool

That what I though it should do
The measurement plugin(measurement.jar) has been downloaded(in
~/.josm/plugins) but is not 'registered' & therefore no icon.

I'm running version JOSM ver 3751 java 1.6._20
on Ubuntu 10.10
