[OSM-newbies] Odd Potlatch 2 rendering

I think because the tags are on the individual ways rather on the relation.  I 
believe that for multipolygons with multiple outer ways, it is preferred to 
put the tags, e.g. natural=lake on the relation and leave the ways blank.
