No, the issue is that the /map call doesn't fetch all members of relations.
It only fetches those ways that intersect the bbox. Therefore you don't have
the complete geometry until you've fetched all members.
- If multipolygon relation 5 contains outer ways 101, 102, 103 and 104 and
inner way 105;
- and the bbox contains ways 102, 103 and 105;
- then you can't draw the multipolygon because you don't have the full outer
polygon (no way 101 or 104).
You can't even guess it, as ordering is not used in multipolygons so you
don't know where the joins might be.
