[OSM-newbies] Odd Potlatch 2 rendering

I am a bit new to relations, but I thought that the tagging should go on the relation rather that the outer, as at http://wiki.openstreetmap.org/wiki/Relation:multipolygon : "Tags describing the multipolygon (e.g., landuse=forest) should go on the relation. The outer way(s) should be left untagged"

Have I misunderstood something?
