Those are definitely not a traffic signs. These are:

* For an everyday commute people don't look at signs, they know where to go.
* Paddenstoelen were invented (a long time ago) to stimulate bicycle
recreation. And that is still their main purpose. They are (mostly) placed in
natural area's where there are a lot of recreational cyclists. Along the main
city to village v.v. bicycle routes you'll find the standard tall guideposts.

In short: Just map them with information=guidepost and some other tag if you
want to tell what kind of guidepost it is.
