to directly answer the question, mkgmap will produce POIs from buildings
with tags relating to POIs. i don't know what OsmAnd does, but i imagine
it's probably something correct. i'll be experimenting with OsmAnd next
month, i think.

older image sources may not have been very good for building outlines, we
have much better imagery now. improvement is always worthwhile.
