this may or may not work under windows 7, it does work under older
windows versions:
control panel->java
select the java tab
there are likely two sections, one for applet runtime settings and
one for application runtime settings. JOSM is an application, so make
changes
there
click on the appropriate view button, and you'll get a dialog with a table
with each installed JRE (Java Runtime Environment) on your system.
add the memory setting to the runtime parameters column for the JRE you
want to change. the main one you want to change is heap space,
-Xmx256m
sets heap space to 1/4G, this can easily be increased to larger numbers
(-Xmx512m, -Xmx1024m, ...) the limit for 32bit windows will be 2G as i
recall. JOSM doesn't really need this maxed out unless you plan to do really
major editing sessions, 256 or 512 are fairly usable. you should be
saving/uploading your work when you hit appropriate points, rather than
extending sessions for a long time.
