[OSM-newbies] Large Data Uploads

Who takes responsibility for large database uploads to OSM? By large 
database I mean whole regions of Tiger data or hydrography. I ask 
because I see that a large portion of a river system in my home state 
has no hydrography whereas other rivers in the region have hydrography 
that was uploaded as a mass data upload like Tiger data. Can I do this 
if I wish to? If so how? I know where the data is available from a US 
Geological Survey websites. What about license issues? Are all US 
government data open for public use?
