Also, since you are thinking of importing TIGER data it might we worthwhile 
asking on the OpenStreetMap USA list, 
http://lists.openstreetmap.org/listinfo/talk-us , in case anyone is just 
about to work on the same area as you.

I also presume you have already seen 
http://wiki.openstreetmap.org/wiki/TIGER and its associated pages, which may 
help with attribution, which tags to use, and possibly which tools are the 
best to use for the actual import (in particular 
http://wiki.openstreetmap.org/wiki/TIGER_2009#Importing).
