[OSM-newbies] Process for Building an interactive map with shaded shapes

I'm trying to build a map that reflects some county-level data.  I
have the shapefiles of the counties, and I have some data about each
county (e.g. Average income).

Can someone point me to the right tools to create this map?
Openlayers and Leaflet don't show any examples like this, so I'm
thinking maybe I need to render my own tiles in tilemill?

ArcGIS has lots of tools for this, I'm trying to understand what Open
Source tools I can use to get the same results.
