[OSM-newbies] Trunk highway going through a town -- how to tag

Hello all,

         I have a place where a trunk highway (divided but not 
limited access) goes through a large town where it becomes a 
four-lane street with a wide left-turn lane in the center (but not 
really a divided highway). My instinct is to tag it a primary road 
while in town (it is called Main Street in town). Is this correct?
