[OSM-newbies] Trunk highway going through a town -- how to tag

Which ever it is, primimary or trunk, if pavement is divided only
by continuous center turn lane in town, where u-turns are possible
everywhere even if not legal, shouldn't it be mapped as a single two-way
way ?

(That may help decide tagging too.)
