[OSM-newbies] Speed Limits

As far as I can see, the only way of solving this for single carriageway
roads is to introduce modified tags along the lines of
maxspeed:northbound (or south-, east- or westbound). Either direction on
any road segment can be matched to one of these, and most (but not all)
can be matched to two.
