Hi Cornelis, and welcome!

The "newbies" list is targeted at "newbie mappers" rather than people 
doing things like website development - most people on here probably 
wouldn't recognise a "subversion" if they walked past one in the street 
:)  However an SVN checkout of that file works just fine here (via 
TortoiseSVN  1.7.13 on Windows) - maybe it's something at your end?

It's worth mentioning, though, that there is all sorts of stuff in OSM's 
SVN that you probably don't want to read (old slideshows, like this one) 
and lots of stuff that you might want to use _not_ in SVN, but scattered 
around the place, often in various people's github repositories).
