a new source of high quality 3D buildings would be great news! Whether
it's possible – and how much effort it would take – mostly depends on
the format of this building dataset. Can you tell us more?

There will be other questions that need to be resolved: The legal
matters can be unexpectedly tricky (we would need to examine what
exactly the GIS department agreed to), and the OSM community also has
some rules for major automated edits that would need to be followed.
However, the details depend on the kind of data we're talking about, so
I'd like to learn more about the data format first. If the dataset is
compatible both technologically and legally I would be willing to assist
you in uploading it.
