Not sure why you would even ask this as there is nothing to indicate
otherwise and almost every communication among the group has been
connected to the implementation of it so I'm quite baffled as to the
point of this question.

You quoted me, so I am going to assume you are directing this at me. I
am working on any number of "projects", many OSM related, some not.
Given the current system has been in effect for (how many years) a
long time, is 2 weeks that much of a big deal? Especially considering
the work being carried out on CiviCRM is being done solely by Jonathan
(I see you have the receipt system working, nice!) and not by myself.
If you believe 2 weeks is too long, please let me know off list and we
can discuss further :-)

A doodle request was sent out for a meeting to lay out what is to be
done and by who however only you and I indicated any interest in
attending so as of this moment, Jonathan is the only one currently
working on the implementation.

I have a list of all items that have been mentioned as "to-be-done"
which was to be run through in the meeting but it looks like that
meeting will not happen due to a lack participation so I'm putting
something together that we can use for a collaborative workflow and
information sharing. My intention is to share that out for folks to
pick up tasks where they have the ability and time to assist. Any
glaring gaps, we will need to go further afield for assistance
Right now there are a list of things to be done, however there is a
large information gap as to
- what is high, middle & low priority
- what is critical path
- what can be done by the group
- what needs outside support
- where are the potential roadblocks
Until these things are answered its difficult to make a plan any more
substantive than "everything needs to be done". Note, this is not a
criticism being leveled at anyone, its just how things have developed.
I will look to get something sent out this weekend regarding this.
