I couldn't find anything[1] that governs the way membership is gained,
so the board should be free to make that decision. The AoA and MoA do
state that you have to have paid all mandatory subscriptions and stuff
to be able vote.

The liability is in the AoA and MoA[1] documents.
"7. If the Company is wound up while a person is a member or within
one year after that person ceases to be a member, every member of the
Company will contribute such amount as may be required (not exceeding
£5)"

I'm sure there is someone with a better grasp on UK company culture
here. This is completly differnt from how it's done in Sweden.

Wikipedia requires you to mark your account as a bot  and does not
allow any automated activity from normal accounts. It's not how it's
done in OSM.
