Umm, IMHO those two sentences are incompatible. Either you believe
something, or you don't.

Why do you think so?

IMHO the reverse, i.e. people who want the change to continue are much
less motivated to vote than those who oppose it, is much more likely.

Silence doesn't mean either consent or opposition (at least in a free
society). It simply means "I don't know" (for whatever reason), "I don't
care", or perhaps "I don't care enough to bother, so I let the people
who actually do care decide the result".

I reject any other implication of these numbers.
