The bug-tracker is http://trac.openstreetmap.org/ . Log in with your  
usual OSM user ID and password.

Bear in mind that you're talking about XAPI which is an extra  
third-party service, maintained and developed separately, and not part  
of the core API.

Generally the osmf-talk list is for OSM Foundation matters - not  
operational OSM; you can use the talk@, newbies@ or dev@ lists for  
that (or countless other, more specialised ones!).
