LCs are all about the "smiling face" as Sam puts it.
LCs may do local hosting, or local rendering (there is no reason not to). But
I think that in most cases it'll be more efficient to deal with local
companies/universities to get computing resources.
In other words: use LCs to spread OSM goodness, and resources (both computing
and cartographic) will come.
