We talked about this further at a board meeting Thursday night (very rough draft minutes available at http://www.osmfoundation.org/wiki/Board_Meeting_Minutes#2010).
Yes, we expect to hold the AGM at SOTM 2010. Henk has organised a venue for Sunday lunchtime, 13:30.
The board is proposing to put up 1/3 (two positions) for voting. Though this is actually what the Foundation's articles say we should do, but it is a departure from previous practice. Previously all positions except the chairman were re-elected. The board therefore would like comments from members before taking a final decision on 10th June.
The main reason is continuity, i.e. there will always be board members with experience. I personally found that as an outsider, it was only in my second year that I that I really started to contribute. I would certainly like to see our newest members serve another year.
FYI, Andy Robinson and I will be the ones to vacate. I will not stand for re-election so that we will have at least one new member; I can now do most of what I do without being a board member.
