At a first approximation, I'd say CWG is for OSMF to World
communication and WWWG closer to mapper to mapper communication.  Or
I'd say that CWG is largely for disseminating information / articles /
announcements and that WWWG is for collecting information about best
practices regarding new mappers.  One item of definite overlap, is
that both groups will want native speakers of several languages.  CWG
has encouraged multiple translations of OSMF announcements for some
time.  WWWG will want mother-tongue connections as well.  The main
area of overlap is that we're all pulling together for a better OSM.
:-)

If CWG wants the mandate for WWWG, I won't argue against it, but it
feels like a different task or audience.
