The matter has been brought up previously by Frederik Ramm[1] and more 
recently by the Data
Working Group[2], in a sort of discussion paper. Some misinterpreted it 
as a proposed policy
and the reaction has been mixed. I have been meaning to review the 
discussion and see what
sub-points there were more agreement on.
