Do you have any suggestions on payment methods that would work with 
them? OSM US used Paypal to send to scholarship students, while Google 
Summer of Code (GSoC) used Google-branded prepaid Visa, which is 
obviously not an option for an individual sending money.

 From GSoC I know international payments can be a pain, and that was 
with a large corporation sending the payments, not individuals which is 
harder. I wouldn't be surprised if the GSoC administrative overhead for 
sending money was comparable to the total OSMF budget.
