However, normal has been at least one more person than required
voluntarily stepping down each year, so I would not expect a four year term.
Including this year, the number of spots open has been 4 (2015), 3
(2014), 3 (2013), 3 (2012), 4 (2011), and 3 (2010).
Assuming this continues, we've got about a two year term.
