the problem is that it is in the 6 years or so that I've been active in
OSM, this is the first I've heard of the paperwork/admin load on the
board being significant or even a topic (not to mention hours per week).

Things not being done has been a recurring topic, but not doing
something typically takes zero hours per week.

Given the above, I think we would all like to hear what the board has
changed that the paperwork load has gone from essentially zero to being
an issue and not be brushed off with a not-well disguised "it's none of
your business".

Yes there are other workloads that I've already mentioned that are
significant, and I'm open to ways to approach that (for example like
having a real lawyer on the LWG).
