For the purpose of having a practical goal oriented discussion i think 
it would be good if those in favor of moving to a fixed term length 
come up with a complete proposal for that including term limits and 
transition rules and including special cases like people stepping down 
mid term and people re-running after having stepped down previously.

Fixed term lengths sounds nice, transparent and simple in theory but i 
am not sure if it would actually be in reality.  So let's be specific.
