The fact that all those people have "signed" the contributors terms with
the OSMF (and not any forking organisation) is perhaps an important one
to mention. It means that while a forking organisation can distribute
the data that it has received from the OSMF under ODbL, the forking
organisation does not have the other rights granted to the OSMF in the
contributor terms, most notably the ability to change the license.
This doesn't make forking impossible but menas the forking organisation
has less freedom to act than the OSMF.
