I've pointed this out before, but anyway: the most effective way to
counteract any takeover attempts is to simply have more members (I would
say more members that are actively involved in contributing, but I know
some will disagree with that).

Making things more complicated will tend to make it easier to game the
system. Just think about the concept of only allowing a percentage of
the existing member base as new members per year, or systems similar to
HOT membership, which once subverted work against undoing it.
