Michael,

"Election process" in this case is the object of a preposition, "from",
and not the object of a verb.  He appears to be saying the OSMF Board is
legitimate because it is elected via a process, and this legitimacy
includes the ability to "direct attention and interest of the wider
community of mappers and data users."

Yes, I'm a grammarian among other character flaws.
