As already indicated i would assume the talk submission software used by 
the program committee could be adjusted for that.  But there are 
probably other options equally workable.  CiviCRM for example probably 
has a feature for grant applications.

Another option would be to just set up a standalone form with a simple 
database behind (either by hacking it in your favorite scripting 
language or via some form plugin in your favorite CMS) and do the 
scoring in a traditional way via spreadsheet.
