Hi,
I've been involved in lots of discussions about who exactly is part of
"the OSM community". This is not a question that has a definitive
answer, but - currently sitting in a talk about QGIS given by Anita
Graser at FOSSGIS - I noticed that in the QGIS project, they use the
term "community" purely for the community involved in making QGIS (the
coders, documentation writers, meeting organisers etc.), and everyone
else are "users".
QGIS have a nonprofit, volunteer-only stewardship organisation much like
the OSMF; there is a "project steering committee" which elects the
board, and the "project steering committee" members come half from the
community (i.e. developers etc.) and half from the user groups.
Just as a data point.
