An alternative which would be less universally obtrusive and could be 
better tuned in intensity would be an in-the-map message generated 
through a map style modification.

Like:

at z2 to z6.

This would be a matter or rolling out the style modification, 
re-rendering z2 to z6 and reverting to the normal style and 
re-rendering again afterwards.  Not sure how much work that would be.

This would maintain the map usability with only minor limitations at z2 
to z6.
