Well this is only an issue going from the old to the new rules. I was
actually wondering if it makes sense to have some special terms for the
transition, but in the end I don't believe it is worth the trouble, and
given who's standing this year, which hopefully will be the last time
without both term limits and fixed length terms, it would really only
apply to Mikel in any case (Steve has only been elected twice and for
regular length terms).

There's a far simpler remedy for that than adding extra complications to
the AoAs, use your vote and elect new people.
